Civic Exchange is a Hong Kong-based non-profit public policy think tank that was established in October 2000. It is an independent organisation that has access to policy-makers, officials, businesses, media and NGOs - reaching across sectors and borders. Civic Exchange has solid research experience in areas such as air quality, energy, urban planning, climate change, conseration, water, governance, political development, equal opportunities, poverty and gener. In 2007, Civic Exchange invited stakeholders in the shipping sector to come together to discuss what they could do to reduce emissions and what challenges they face. Since then, we have worked with many parties, including government officials, to explore ways to reduce emissions. In 2010, the shipping sector agreed to voluntary fuel switching while their ships were at berth in Hong Kong. The Fair Winds Charter began on 1 January 2011. Meanwhile, the HKSAR Government is considering regulation, which will create a new level playing field for shipping, and which the sector welcomes. Civic Exchange believes the Fair Winds Charter represents an excellent example of public-private partnership, which we hope can be sustained in the long-term.
